1. Introduction

In June 2001, the first of a series of seminars was held in Brussels under the general title 'Managing information resources for e-government' (MIReG). Attended by representatives from many European governments as well as Australia, Canada and New Zealand, it revealed that we were all in similar positions regarding tagging information to improve acessibility and manageability.
