Abstract

People with disabilities, like others, access the web with the usual range of devices, including wireless palm devices, phones, voice input, and so on. All people change their needs and circumstances, including their motivation to tolerate difficulties with access. In this paper, we consider the problems of providing metadata to help with matching web content to people's devices and relating devices to people's immediate needs. An aim of this work is to discover if a single accessibility metadata element could be used to support discovery and on-the-fly repair of resources, especially assisting those with disabilities. It must handle the dual role of discovery and execution, while supporting profiling of user's immediate access needs. The necessary protocols are emerging but their use must be integrated appropriately if they are to be effective for all, including those with disabilities. In this paper, we bring together the variety of relevant standards that may need to be investigated in order to develop a metadata element.

Why is Accessibility Metadata Proving Difficult?

liddy@motile.net

ABSTRACT

Accessibility metadata is simply metadata that describes the accessibility of resources and services, usually those on, or available through, the web. Awareness of widespread web content inaccessibility led to work being done to develop guidelines for authors and others to make sure that content would be more accessible to those with special access needs, especially those with disabilities who were being disenfranchised by their lack of access to the web. Currently, work is being done to find ways of signalling the degree of accessibility of resources, and ways of matching resources to searches and people. In addition, accessibility metadata could be used to repair some inaccessibility problems on the fly. This paper describes some of the work being done and the problems that have contributed to make the progress comparatively slow.

The aim of the work of the DC-Accessibility Working Group is to ensure that DC metadata users can describe resources and services in a way that will increase the accessibility of information for everyone. There is a proposal for a new DC term that will be used with other DC terms in an application profile. The application profile for resource description will work with a description of user needs and preferences where services are built to match resources to user needs and preferences. The definition of 'accessibility' is wide to include a range of definitions, particularly including those based on the W3C Web Content Accessibility Guidelines. The work of the DC-Accessibility Working Group is carried out in collaboration with a number of other groups so that we can maximise interoperability as well as to ensure that the requirements and solutions are well defined.
