On May 21-22 , the Usage Board (UB) met at OCLC in Dublin, Ohio to formalize its decision-making processes and to take action on several existing proposals. The UB took action on the proposal of the DC Education Working Group. The following three DCMI recommendations for new terms in the DCMI terms namespace are the outcome of UB decisions. While the “Recommendation Status” for all three recommendations is “Domain-Specific”, this does not preclude use of these recommendations in any domain.

Definition: A class of entity that mediates access to the resource and for whom the resource is intended or useful.  
Comment: The audience for a resource in the education/training domain are of two basic classes: (1) an ultimate beneficiary of the resource (usually a student or trainee), and (2) frequently, an entity that mediates access to the resource (usually a teacher or trainer). The mediator element refinement represents the second of these two classes.
